Constitution
ARTICLE I : NAME
The name of this non-profit organization shall be the Northwest Single
Sideband net.
ARTICLE II : OBJECTIVES
A. To provide facilities for the exchange of messages and traffic in the
public interest and service.
B. To provide communications in times of real emergencies and civil
disaster, whether local, state, or national.
C. To promote good fellowship and to further the enjoyment of amateur
radio.
ARTICLE III : MEMBERSHIP
A. Membership shall be open to those persons holding a valid amateur
radio operator license permitting voice operation on 3.945 MHz.
ARTICLE IV : OFFICERS
A. The Board shall consist of a Net Manager, a Secretary/Treasurer, and
five Directors.
B. Net Control Stations and appointive positions shall be selected by
Net Manager.
C. Elections shall be held annually in September as prescribed in the
by-law’s.
ARTICLE V : REGULAR MEETINGS
A. The NWSSB Net shall be convened every evening of the week, on or
about 3.945 MHz at 6:30 P.M. local time, by Net Control Station. Because
of band conditions, this time can be changed temporarily by the Board or
Net Manager.
B. An annual meeting shall be held every Spring, at a time, date, and
place designated by the Board. Various areas of the Northwest should be
chosen from year to year to be of the greatest convenience to the
majority of the members.
C. Board meetings, conditions permitting, should be held as needed, at a
time, date, and frequency specified by the Net Manager. All members of
the NWSSB Net are invited to attend. Special meeting may be called by
the Net Manager or any two board members. Meetings shall be conducted in
accordance with standard rules.
D. A quorum consists of all net officers. No net business shall be
conducted without a quorum.
BY-LAWS:
ARTICLE 1 : MEMBERSHIP
A. To become a member of NWSSB net, you must check into the net at least
Eight (8) times in one month keeping track of your check-ins then notify
the Net Manager or Sec/Treas. and you will be added to the next month
roster. To remain on the roster you must check into the net a minimum.
of Four (4) times during the month.
ARTICLE II : DUTIES & OBLIGATIONS
A. The Net Manger shall conduct the affairs of the Net in a manner which
shall promulgate the objectives as stated in Article II of the
Constitution. He/she shall be responsible for obtaining and appointing
Net Controls and Alternates for each evening of the week.
B. The Secretary/Treasurer shall be responsible for collecting donations
and net reports, preparing the monthly report, maintaining current roll
call sheets for NCS use, keep a complete record of monies collected,
spent and its usage, and keep the NCS’s supplied with roll call sheets
upon request.
C. The NWSSB Net runs on donations to its postage fund. When the fund
gets below $50.00, the Treasurer shall make an announcement on the air
of the fund status and requesting donations. Excepting Net Control
Stations for roll call sheets, all requests for net papers shall have an
SASE.
D. Net members shall abide by good amateur radio practices and will
abide by the decision of the Board and/or a majority of the net members.
A. A member is expected to be on the NCS frequency.
E. The Directors shall have the ultimate responsibility of the Net’s
conduct to the net members.
F. The retiring Sec/Treas. shall forward all records and accounts to the
newly elected Sec/Treas. within one month of the new year.
ARTICLE III : NOMINATION PROCEDURES
A. Nominations will be made to the Net Secretary on the air from
September 01 to September 06. Any member may nominate themselves for any
office.
B. The Secretary will announce nominations for office on Sept. 07.
C. Voting will be on the air and cover a week’s time.
D. The Secretary will count the ballots by Sept. 24, and will forward
the ballots to the Net Manager for verification and announcement.
E. A member may be nominated for only one officer-position. The
Secretary shall keep a list of those nominated and for what position. In
the event a member in nominated for more than one position, that member
shall be given the choice of one office nomination. Should the Secretary
be unable to contact the member who was nominated for more than one
position, the office for which that member was first nominated will
remain and the rest be cancelled. A member being nominated for the
Manager position shall confirm their acceptance of that nomination to
the Net Secretary.
ARTICLE IV : TERM OF OFFICE
A. The term of elected officials begins on October 01 and continues for
one year or until a new official is elected or appointed.
B. All appointed officers will serve until relieved by the Net Manger.
All vacancies shall be appointed by the Net Manger.
ARTICLE V : AMENDING THE CONSTITUTION AND BY-LAWS
A. These documents may be amended by submitting proposed changes in
writing to the Net Manager, Board of Directors and the Net Secretary.
The Net Manager shall call a meeting of the Board at least one week
following receipt of the proposed changes. Should the changes be adopted
by a majority of the Board, the Secretary will incorporate the changes
into the present Constitution and by-law’s. Any net member may propose
changes.
